Currently representing 25 municipalities in New Hampshire, Bart has appeared before the New Hampshire Supreme Court more than 35 times, with 30 reported cases.
Bart was the former legal counsel for the New Hampshire Municipal Association (1981-1986), and was a member of the Legislative Committee for the Recodification of Zoning and Planning Statutes (1983). He is a frequent speaker at conferences sponsored by the New Hampshire Bar Association, Governor's Office on Energy and Planning, and the Local Government Center. Bart is the author of New Hampshire Roads and Highways Manual, published by the New Hampshire Municipal Association. He served as law clerk to the New Hampshire Superior Court (1979-1980).
