Paul focuses on representing New Hampshire municipalities and school districts. His experience includes representing management in collective bargaining with public employees, various Right-to-Know Law issues, and successful litigation before administrative agencies such as the New Hampshire Department of Education and the New Hampshire Public Employee Labor Relations Board, planning and zoning boards, and the Superior Court.

An active member of the Manchester Bar Association, New Hampshire Bar Association and American Bar Association, Paul is also a participant in the Rule 170 Mediation Program.

Prior to joining Upton & Hatfield, Paul was a partner with Wadleigh, Starr & Peters, in Manchester. He is president of the parish council of Messiah Lutheran Church (ECLA) in Amherst.
